Tough on golf clubs, tough on the causes of golf clubs

The leader of the SNP group on Dumfries and Galloway Council,  the current convener of the divisional licensing board for Wigtown and chairman of the council’s governance and audit committee, Councillor Robert Higgins is in a car on the A75 following his attendance at a golf club dinner.  The question is What happened next?

Did he

(a)  leave the road and travel along the verge for more than 88 yards?
(b) cross the carriageway driving onto the opposite side of the road hitting a wire fence?
(c) fail to stop after any accident to notify the people whose property he had damaged?
(d) fail to give a breath specimen after an accident? or
(e) all of the above?
